Carl Smith was sworn in by City Attorney Ross Luzum during the Sept. 22 Aurora City Council
meeting. Smith had filed as a candidate for the Ward 3 seat in the November general election,
but was appointed by Mayor Marlin Seeman to fill the seat vacated when Ward 3 representative
Mark Dunn stepped down.
